Belmar Man Indicted on Lewdness with Children, Criminal Sexual Contact Charges

Man remains in Immigration and Customs Enforcement custody after Sept. 22 arrest

A Belmar man faces county charges after police said he exposed himself to minors and committed criminal sexual contact. One of the alleged victims was 3 years old, according to the Monmouth County Prosecutors Office.

A grand jury out of Monmouth County on Nov. 30 indicted Antelmo Evans-Rosales of Belmar on three counts stemming from alleged incidents Sept. 21: criminal sexual contact, aggravated criminal sexual contact and lewdness.

A charge of aggravated criminal sexual contact, a third-degree crime, stems from an incident with an individual incapable of consenting, according to the indictment. No age is given on the victim, and the indictment does not release further details on the incident, except that it allegedly occurred in Belmar on Friday, Sept. 21. Evans-Rosales also faces one count of criminal sexual contact, in the indictment handed up by a grand jury.

Evans-Rosales also is accused of lewdness. The indictment alleges he exposed himself to three children, ages 7-, 9- and 3 years-old, in an incident on Sept. 21. The lewdness charge is a fourth-degree crime.

The indictment refers to the victim of the aggravated and criminal sexual contact incident with a different set of initials than the three victims of the act of lewdness.

Evans-Rosales's birthdate is listed June 26, 1984 or 1986 by the county and the borough.

He was arrested and charged in Belmar Sept. 22, being held in Monmouth County jail on $20,000 bail, no 10-percent option. He is currently being detained by Immigration and Customs Enforcement (ICE) Criminal Alien Program, according to the Monmouth County Sheriff's Department.

Manasquan-Belmar Patch previously reported that on Sept. 22 Evans-Rosales was arrested and charged with allegedly committing criminal sexual contact on a female victim, a previous criminal complaint says. 

Evans-Rosales is charged with making sexual contact with the woman, not named in the complaint, "for the purpose of sexually arousing or sexually gratifying himself, or to humiliate or degrade the victim," according to the complaint.
