Belmar officials on Sunday ordered the complete evacuation of the borough by Monday afternoon.
Mayor Matt Doherty said residents should leave as soon as they can and be out of town by 12 p.m. Monday.
"We have been advised this morning by the National Weather Service to expect unprecedented record setting flooding in Belmar on Monday and Tuesday from Hurricane Sandy," Doherty said in a release.
Jersey Central Power & Light (JCP&L) has advised officials to expect power outages lasting up to 7-10 days, Doherty said.
"After close consultation with County and State officials, our Police Department, Fire Department, Fist Aid and Department of Public Works, I have signed a declaration of emergency for Belmar. This includes a mandatory evacuation order for all Belmar residents, and the closing of all business at 12 noon tomorrow, Monday," Doherty said.
"Please take care of your family and be safe," he said.
